A deposit that was not economically viable in the past may become an ore if prices rise or extraction technology improves.

The claim that any underground rock is an ore is far too broad; most rock does not contain valuable minerals in economically significant concentrations. An igneous rock used in construction describes building stone, not ore. A rare mineral with no practical use might be a curiosity but would not be classified as an ore since economic viability is a defining criterion.
