The degree to which decision-making authority is concentrated at upper levels of the hierarchy. Centralization refers to the degree to which formal decision-making authority is concentrated at top levels. In a highly centralized organization, top management makes most decisions. In a decentralized organization, authority is pushed to lower levels.

"The grouping of similar activities into departments" describes departmentalization. "The number of specialized job categories within the..." describes horizontal differentiation or specialization. "The geographic concentration of organizational facilities" confuses geographic centralization with organizational centralization  -  entirely different concepts.

The optimal degree depends on several factors. Centralization is more appropriate during crises requiring rapid, coordinated response, when consistency across units is critical, or when decisions require a broad organizational perspective. Decentralization is more appropriate in complex, rapidly changing environments, when decisions require local knowledge, or when employee empowerment is a priority.
