Take proactive steps to increase the representation of historically underrepresented groups. These may include targeted recruitment, outreach to diverse communities, mentoring programs, development opportunities, and goals for improving representation.

"Establish quotas that guarantee employment to specific..." reflects a common misconception - affirmative action does not establish rigid quotas. The Supreme Court has ruled that rigid quotas excluding non-minority candidates are generally not legal. "Lower performance standards for minority employees" is also a misconception - affirmative action does not require lowering standards but rather expanding the pool of qualified candidates. "Replace merit-based hiring with random selection processes" is incorrect because affirmative action works within merit-based systems.

Affirmative action remains debated. Supporters argue it addresses historical discrimination and systemic barriers. Critics argue it can stigmatize intended beneficiaries and create perceptions of unfairness. Research suggests that well-designed programs focusing on expanding opportunity, removing barriers, and developing talent are more effective and less controversial than programs perceived as providing preferential treatment.
